Teams from Nuneaton, Nottingham, Stoke-on-Trent, Kidderminster, Worcester, Rugby, Derby and Stafford contested the 1998/99 Midland Counties Billiard League. The format allowed each of the three team members to play each other in 1 hour games for a total of 9 available points.
The destination of honours for the season came down to a much postponed final match between Derby and Worcester, with the previously unbeaten Derby requiring five points to overhaul Nuneaton and claim the league championship for the third time in five years. In this they proved successful, but only just, winning the last three games for a 5-4 result. In the last game against Ian Hurdman, Derby captain David Rees was always behind and needed a break of 73 unfinished to secure the title by a nerve-shredding 3 points.
It was a much more prolific season than last year on the break front, and a wider spread of century break makers—nine different players over the three figure barrier and a total of 23 centuries in the one hour games are both records for a single league season. Perhaps the only disappointment is that a double century was not achieved. Peter Shelley (Stoke) contributed ten of the centuries and topped the high break list with a best of 188. Tony Keeling was the most successful player winning 18 from a possible 21 games, finishing just ahead of David Rees (Derby), Mick Price (Nuneaton) and James Moore (Nottingham) who all stood on 17 wins.
